Bill was born and raised in Los Angeles (CA) and began his more than 50-year career in public safety in 1974, serving as a Los Angeles County Ocean Lifeguard/Paramedic, Los Angeles County Firefighter/Paramedic and SCUBA instructor while attending college.

He earned a BA/BS degree in Communication, Advertising & Biology, an MD degree specializing in Emergency, Undersea & Hyperbaric Medicine, and two MBAs and PhDs in General Business/Management and International Marketing.

He proudly served for 25 years in the U.S. Navy and Coast Guard where he qualified as a Submarine Medical Officer, Diving Medical Officer, and USCG Medical Aircrew. He served as Executive Officer of USCG EMT (“A” School)  at TRACEN Petaluma, California. He served nine months on combat deployment in Operation Desert Shield/Desert Storm.  

From 1995-2000, he served as an Emergency Medical Services Commissioner for Leon County (FL), as well as Asst. Fire Chief & Training Officer for a Tallahassee area volunteer fire/rescue department. 

For 32 years, he served as President, CEO or Managing Director of several publicly traded and privately held corporations in the US, Latin America, Europe, and the Middle East in the global Intelligent Transportation Systems market. Until July 2024, he served as Chairman of the International Road Federation in Washington, DC. Dr. Bill served as an Adjunct Professor of Business at USC, Univ. of Oklahoma, and Florida State University. 

He personally trained and certified >18,000 people in CPR, AED, First Aid, EMS, and Lifeguarding skills since 1974. He currently manages his own CPR & EMS training firm and works as a Credentialed Substitute High School Teacher for the School District of Lee County.  

Bill became a ham radio operator in 2014, with the sole purpose of being involved in emergency communications.
